What is a DOT SAP Evaluation?
A Substance Abuse Professional (SAP) Evaluation is important for employees who have violated drug or alcohol regulations in safety-sensitive jobs. It is a comprehensive assessment in which a qualified Substance Abuse Professional assesses an individual’s substance use history and recommends an appropriate path forward.

the DOT SAP Evaluation
​The Substance Abuse Professional (SAP) Evaluation is a crucial process in ensuring that transportation employees are fit for duty and not under the influence of substances that could impair their ability to perform their jobs safely. An SAP Evaluation is usually mandated by Department of Transportation (DOT) for safety-sensitive positions that falls under:
● FMCSA - Federal Motor Carrier Safety Administration● FAA - Federal Aviation Administration● USCG - United States Coast Guard● FRA - Federal Railroad Administration● PHMSA - Pipeline & Hazardous Materials Safety Administration● FTA - Federal Transit Administration

Step 1
Initial Evaluation
The evaluation begins with an initial assessment, where the Substance Abuse Professional (SAP) gathers detailed information about the employee's substance use history, current situation, and any relevant medical or psychological conditions.
This assessment typically includes:
● A thorough face-to-face interview conducted remotely via computer or smartphone using our secure HIPAA-compliant online platform.
● Psycho-social history analysis and previous substance abuse evaluations
● Administration of standardized questionnaires and tests
These steps are crucial for understanding the extent of the substance use problem and developing a tailored treatment plan.
Step 2
Treatment Planning
Based on the initial assessment, the SAP will create a personalized treatment with recommendations of treatment and/or education for the employee.
The goal of the treatment plan is to address the underlying issues related to substance use and to meet DOT regulatory requirements for return to duty. We will provide a detailed report to the employer outlining the recommended plan of treatment and/or education. This report will include specific requirements and goals for the employee's return-to-duties process, ensuring transparency and compliance with DOT regulations.
Step 3
Monitoring and Follow-up
In some cases, ongoing monitoring may be necessary to ensure continued compliance and support your long-term success.Throughout the entire process, the SAP will provide guidance, and support to help you navigate the challenges and successfully return to your safety-sensitive role.
Step 4
Final Follow-up Evaluation
After completing the recommended treatment plan, the employee will undergo a face-to-face via computer or smartphone using our secure HIPAA-compliant online platform. This final follow-up evaluation is conducted to ensure that the employee has successfully completed the requirements and is prepared to resume their safety sensitive duties.
The follow-up evaluation process is critical in deciding whether the employee is ready to resume safety-sensitive duties. Once the individual has successfully completed treatment, the employer (or last employer) will be sent a Compliance Report. For Commercial Drivers, the SAP will log into the FMCSA Clearinghouse to record a Compliance Report.
